Cognitive Warfare (CW) represents NATO's newest warfare domain - a "battle for the brain" that goes beyond traditional information warfare and psychological operations. It utilizes neurotechnology, NBIC convergence (Nanotechnology, Biotechnology, Information Technology, Cognitive Science), and advanced social engineering to alter human cognition.

According to Francois du Cluzel (NATO Innovation Hub):
Cognitive warfare is the art of using technologies to alter the cognition of human targets. It goes beyond information warfare or psychological operations (PSYOPs). Cognitive warfare is not only a fight against what we think, but rather a fight against the way we think.
