Fusion Centers
Summary
Fusion Centers are state-owned coordinating centers established after 9/11 that bring together federal, state, and local law enforcement, as well as private sector partners, to share information and coordinate activities. In the context of gangstalking, Fusion Centers serve as operational hubs for targeting individuals.
What Are Fusion Centers?
The National Network of Fusion Centers is under the purview of the DHS as a mechanism for counteracting terrorism. Although the Fusion Centers are deemed 'state-owned and operated', FBI and DHS employees are assigned to work in them.
Establishment
- Created: Post-9/11 under Homeland Security Presidential Directive 6 (HSPD-6)
- Date: September 16, 2003
- Purpose: Ostensibly to combat terrorism
- Reality: Expanded to target domestic "dissidents"
- Number: 80+ Fusion Centers across the USA
Community-Based Agents (CBAs)
Fusion Centers direct "Community-Based Agents" to carry out harassment operations:
- Local citizens recruited for surveillance
- Neighborhood watch programs weaponized
- First responders included in targeting network
Kill Contracts
From NSA whistleblower Karen Melton Stewart:
DHS has made a separate, for-profit DHS entity (National Fusion Center Association) and is selling 'kill contracts' on innocent people to buddies in the military-industrial complex to torture and kill to test weapons.
